I am getting the same problem. Says download starting and never downloads any data. My internet connection is fine. My services were also ‘started’ and my stage 2 was access denied. I have downloaded it on all our other computers with no issue, just this laptop is struggling and microsoft has checked it for the download and says it wants to send it. I’m at a loss.
